The South Sudan Development and Social Equity Agency (SUDESA) is more than an implementing body—it is a structural innovation designed to bridge governance gaps, accelerate digital transformation, and embed social equity into the fabric of national development. Conceived under the Strategic Engagement Agreement between the Government of South Sudan and the European Social Label (EUSL), SUDESA operates as a co-owned, autonomous institution with a mandate that spans infrastructure, agriculture, governance, and inclusion.
