Pan-Continental Digital Enablement
A codified framework for continental digitalisation, governance modernization, and equitable access through technology.
This library houses PCDE’s structural and operational corpus: the Legacy Project Descriptor articulates its vision and mandate; DESA integration manuals and AI governance protocols under DAIP provide the technical and institutional scaffolding; and implementation roadmaps define pathways for harmonized rollout across RECs and national systems. Each entry is designed for localization while preserving interoperability with Agenda 2063, AfDB High 5 priorities, and Agenda 2074.
At its essence, this library is both blueprint and engine—a living archive of standards, compliance charters, and programmatic logic that enable governments and private actors to scale digital equity without fragmentation. It is the reference point for building inclusive, technology-enabled economies across Africa and beyond.

Presentation: Africa’s Digital Future – Building the PCDE Canon
This presentation introduces the Pan-Continental Digital Enablement (PCDE) initiative as a 50-year blueprint (2026–2074) for lawful, auditable digitalisation across Africa. It frames PCDE as a Legacy Project under the Creativa Center and DESA Charter, designed to convert connectivity into adoption through an integrated stack: fiber corridors, DEIC nodes, applied AI services, and trust-service rails. The slides outline the persistent coverage–usage gap, PCDE’s modular architecture, compliance canon (OCDS, IPSAS, ISO/IEC 27001, NIST Zero Trust), financing model aligned with AfDB sovereign/non-sovereign windows, and dividend logic for performance, inclusion, and efficiency.
