CODESA Document Library

From mandate to mechanism—building the digital and social architecture for a connected COMESA.

The COMESA Digitalisation, Education and Social Agency (CODESA) is not a conventional project; it is a treaty-consistent institutional instrument designed to accelerate regional integration through digital transformation, inclusive education, and social equity. Conceived as a specialized agency under COMESA with a ten-year mandate, CODESA provides the structural and operational backbone for harmonizing digital public infrastructure, vocational capacity, and social development frameworks across 21 Member States.

This library is the formal repository of that architecture.

What you will find here is not a random collection of reports or technical manuals. It is a curated archive of the legal, strategic, and fiduciary instruments that define CODESA’s institutional identity and operational logic. From the founding Charter and Host Country Agreement to mission plans, pillar strategies, and compliance frameworks, each document represents a codified step toward a regional operating system—one that embeds interoperability, accountability, and resilience at scale.

The repository reflects the modular design of CODESA’s three mission pillars—Strategic Alliance for SFPSEI, Digitalisation and Connectivity, and Pan-African Power Play—while preserving the integrated logic that binds them into a single, treaty-anchored framework. It documents not only what is being built, but how, under what legal authority, and with which safeguards.

As CODESA advances through its phased implementation, this archive will evolve in parallel. It is intended as a living, transparent, and interoperable knowledge base—open to scrutiny, replication, and contribution. Above all, it affirms that digitalisation and social equity in COMESA are not aspirational slogans, but enforceable commitments—documented, measurable, and institutionally guaranteed.
